Belfer Defense, Emerging Technology, and Strategy (DETS) is a defense and emerging-technology policy and strategy program within the Belfer Center for Science and International Affairs at Harvard Kennedy School. The program’s stated mission is twofold: (1) advance policy-relevant knowledge and strategy addressing major challenges at the intersection of security and emerging technology, and (2) prepare future leaders for public service roles connected to these issues.
DETS organizes its work around defense, emerging technology, and strategy execution. Its defense focus includes topics such as NATO’s future and the defense of Taiwan. In emerging technology, DETS emphasizes AI and autonomous decision-making, space security, biosecurity, and the security implications of crypto/digital currencies and cyber risk. In strategy execution, it focuses on implementation of national security strategy goals and capability integration for acquiring and deploying emerging technologies. In addition to publishing research and convening analysis, DETS supports structured leadership and professional-development pathways for students and fellows. The program also operates a National Security Fellowship described as a 10-month research fellowship for U.S. military officers at the Lt Col/Colonel rank and certain civilian counterparts.
