The Fulbright Program is the U.S. government’s flagship international educational exchange initiative, administered by the U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA) under policy guidelines established by the Fulbright Foreign Scholarship Board (FFSB).
The program funds merit-based, competitively selected exchanges that allow participants to study, teach, conduct research, and pursue professional projects—building long-term people-to-people ties between the United States and partner countries through a binational network of independent commissions (in most countries), U.S. embassies, and cooperating agencies that administer specific Fulbright grant streams in the United States. The FFSB (a presidentially appointed, 12-member board) sets policies and approves participants, while ECA directs the overall program and resources globally.
