GCHQ (Government Communications Headquarters) is the UK’s intelligence, cyber and security agency tasked with keeping the country safe. GCHQ’s mission work includes identifying, analysing and disrupting threats to the UK using technology and partnerships across multiple national security domains.
GCHQ also hosts or manages public-facing cyber-security capabilities within its organisational structure, including the National Cyber Security Centre (NCSC), which is described by GCHQ as the UK’s technical authority for cyber security. GCHQ additionally publicly describes technical governance mechanisms such as the Equities Process (how vulnerability handling/disclosure decisions are made) and provides descriptions of other technical support functions such as the National Technical Assistance Centre (NTAC). Strategically, GCHQ frames its role around cyber resilience and the integration of intelligence with cyber effects. In addition to defensive cyber work via the NCSC, GCHQ has publicly described the National Cyber Force (a partnership with the Ministry of Defence) and has published materials describing how such cyber operations are intended to be legal, ethical and proportionate.
