FDD’s Center on Cyber and Technology Innovation (CCTI) is a policy research center within the Foundation for Defense of Democracies (FDD) focused on advancing U.S. prosperity and security through technology innovation while countering cyber threats to the U.S. government, private sector, and allied countries. CCTI’s work combines adversary-focused research with scientific experimentation and interdisciplinary study, and it organizes its programs around three interrelated initiatives: (1) CSC 2.0, which preserves the legacy and continues the congressionally mandated Cyberspace Solarium Commission’s work; (2) the Transformative Cyber Innovation Lab (TCIL), intended to bridge technology, policy, and governance by nurturing technologically feasible, testable pilot projects aimed at improving cyber resilience; and (3) Cyber-Enabled Economic Warfare (CEEW), which studies how authoritarian adversaries use cyber means to weaken the economic base that underpins U.S. political and military power.
CCTI is led by a chairman (Jim Langevin) and a senior director (RADM (Ret.) Mark Montgomery), and it maintains an advisory board that includes senior national-security and cyber leadership. The center’s institutional role is to produce policy-relevant research, assessments, and recommendations intended to influence U.S. government decisions and partner-country resilience in the face of cyber-enabled strategic competition.
