The National Institute of Standards and Technology (NIST) is a non-regulatory federal research agency within the U.S. Department of Commerce focused on measurement science, technical standards, and technology development that support U.S. innovation, economic security, and quality of life.
NIST’s mission statement emphasizes advancing measurement science, standards, and technology to “enhance economic security and improve our quality of life,” and frames the institute as a national resource for trustworthy measurement and standards. Organizationally, NIST conducts research across multiple laboratory programs (for example, communications technology, engineering, information technology, material measurement, physical measurement, and neutron research), and also operates broader innovation/industry services such as the Hollings Manufacturing Extension Partnership (MEP) and Baldrige Performance Excellence Program. In cybersecurity, NIST is especially known as the developer and publisher of widely used cybersecurity guidance and frameworks used by industry and government, including the NIST Cybersecurity Framework (CSF) and related implementation resources. NIST states that it served as a “convener” during the original CSF development process and links the CSF’s future role to relevant U.S. legislation intended to facilitate voluntary, industry-led standards and best practices for critical infrastructure. NIST also provides measurement “assurance” mechanisms in the form of certified reference materials and calibration/measurement services. NIST Standard Reference Materials (SRMs) and calibration services are positioned as supporting traceable, high-quality measurements used for quality control and research.
