Talos Network is a Berlin-based nonprofit that builds careers and professional networks for people working on European AI policy and AI governance. Its mission is to support the safe deployment of advanced AI by fostering the next generation of AI-policy leaders and equipping policymakers with the expertise needed for effective AI governance.
The organization runs structured fellowship programmes that combine (1) substantive training on European AI governance, (2) an in-person Brussels summit designed for real-world policymaking exposure, and (3) placements intended to embed fellows in influential EU/government/think-tank contexts; after programme completion, fellows join an alumni network that continues to support the field through ongoing connections and updates. Talos Network’s institutional differentiation is its “talent + network” approach: rather than publishing research or directly implementing policy, it focuses on producing policy-capable people and providing sustained access to the communities and institutions where European AI governance decisions are made. It explicitly emphasizes donor independence (donors do not participate in fellow selection, content development, or strategic direction) while disclosing a set of philanthropic funding sources that support programme operations.
