The Executive Office of the President (EOP) is the set of White House and executive-branch entities that provide the immediate staff support and institutional policy/management capacity needed for the President to govern. The EOP was created in 1939 by President Franklin D.
Roosevelt, and it performs responsibilities that include communicating the President’s message to the public and promoting U.S. trade interests abroad, among other core support functions overseen by the White House Chief of Staff. The EOP also includes multiple major policy and cross-government coordination offices and councils—such as the Office of Management and Budget (OMB), the Office of Science and Technology Policy (OSTP), and the Council of Economic Advisers (CEA)—that advise the President and coordinate executive-branch priorities across budgeting, regulation, science/technology policy, and economic analysis.
