Horizon Institute for Public Service is a Washington, DC-based, non-partisan 501(c)(3) nonprofit that helps the US government address a shortage of emerging-technology technical talent in public service and policy roles. Its core approach is to bridge technology specialists into policy institutions through (1) fully funded public-service fellowships, (2) career advising and hiring matchmaking support for agencies and policy offices, and (3) online career resources that translate practitioner knowledge into accessible guides.
The organization’s program work explicitly focuses on emerging technology domains such as artificial intelligence and biotechnology, and it runs additional convening activities and leadership-network programming to connect talent with senior policy figures across government, Capitol Hill, think tanks, and industry.
